Agriculture non-perennials and Access to Finance sectors: Final Evaluation of Élan’s work in the Democratic Republic of Congo

The Private Sector Development Programme (PSDP) in the Democratic Republic of Congo (DRC) was a £100 million investment by the UK running from 2014 to 2023. We undertook studies to inform the final evaluation, with an in-depth evaluation on Élan’s work in non-perennial agriculture, and access to finance. Élan was a £50 million ‘Making markets works for the poor’ (M4P) project under the PSDP, which aimed to catalyse systemic change and increase incomes for 1 million Congolese people. The research involved fieldwork in Lubumbashi and Kinshasa, using qualitative methods with semi-structured interviews of key stakeholders in sectors of interest.

The Final Evaluation Sector Review on the Agriculture non-perennials and A2F work of Élan can be found here.

We also drafted the Project Completion Report (PCR) for the PSDP, which will be available here.

Additional work was completed on scoping new Green Growth opportunities for FCDO in the DRC, which is yet to be published.

All documents delivered by the DSU can be found here.
