Evaluating mobile money and financial inclusion in Mozambique

We supported the FSD Mozambique programme (FSDMoç) from 2014 through to 2018, including on a range of elements in the design and implementation of its MRM system and learning approach. Support included to the logical framework design, theory of change, value for money framework, and system for measuring results and impact.

A key achievement from this work was the design and contracting of an evaluation of the largest intervention for the FSDMoç programme by beneficiary numbers, which was the programme’s support to the roll-out of M-Pesa, the mobile money service.

The evaluation provided useful insights including on how the use of promoters had increased the rural uptake of mobile money. However, the M-Pesa usage was found to be mainly for payments such as airtime purchase., with very limited use of services for savings (or loans or other financial services), meaning much more needed to be done for the sector to develop to the pace of other regional countries such as Tanzania and Kenya.
