Evaluating the GEC approach

to payment by results (PbR)

John Patch and Joseph Holden were integral to the design of payment by results (PbR) in the inception period of the Girls’ Education Challenge (GEC) programme. They then undertook the most thorough study conducted on the implementation of PbR for the GEC, comparing experiences of the (mainly) non-government organisations (NGOs) that ran the projects. The research was based on the 2013-2017 period, and led to major changes to the PbR approach for the second phase of the GEC.

The research has subsequently been widely cited including in UNESCO’s annual, flagship, Global Education Monitoring Report from 2017/2018: “Accountability in Education”.
